Who: League Administrator
From User Home Page go to Manage League > Modify League Settings

This option allows League Admins and Match Secretaries to schedule games and divisions in Inactive Seasons. By default, no one can do anything to either create or modify a division schedule if the division is in an inactive season. Selecting this option allows those League Officers to schedule such divisions, but still prevents officials from signing up for or requesting assignments, and being assigned by League Officers.
